SEER is cooling output divided by electricity used across a season, and HSPF is the same idea for heating. Higher is more efficient. Both are lab numbers measured under set conditions, so they are useful for comparing two units against each other and close to useless for predicting your exact bill. In BC you will also see SEER2 and HSPF2, which are the newer test standards and read slightly lower for the same equipment.
How much rating is worth paying for?
Efficiency gains are not linear in value. Moving from a very old system to a mid-range modern one captures most of the saving. Moving from mid-range to top-of-line costs considerably more and returns much less, because you are paying for performance in conditions the Fraser Valley rarely sees.
The honest way to decide is payback period. If the premium takes longer to repay than you plan to own the house, the lower rating is the better buy.
Why does install quality beat the rating?
A high-rating system on poor ductwork will underperform a mid-rating system installed properly. Ratings are measured with correct airflow, correct refrigerant charge, and correct sizing. Miss any of those and the number on the box stops describing what you own.

What matters for BC rebates?
Rebate programs set minimum efficiency thresholds, so the rating decides eligibility even when it barely changes your bill. Before choosing equipment, check the current threshold, because buying just under it can cost more than the efficiency saved.
